11 States Are Working On Laws to Prohibit Geoengineering

Pennsylvania (To Regulate Weather Modification)

  • Allowing the release of unknown, experimental, and potentially hazardous substances into the atmosphere without the consent of the people of Pennsylvania is a clear violation of Article 1, Section 27 of the PA Constitution.

  • With the 1967 law for weather modification control as precedent and joining ten other states this year in proposing related legislation, The Clean Air Preservation Act will prohibit the injection, release, or dispersion of chemicals, chemical compounds, or substances within the borders of Pennsylvania into the atmosphere for purposes which include affecting temperature, weather, and intensity of sunlight.

South Carolina H5390 (Air Quality Bill)

  • “It shall be unlawful for any person, directly or indirectly, negligently or willfully, to discharge any air contaminant or other substance in the ambient air that shall cause an undesirable level.

  •  (2) The intentional injection, release, dispersion, or other emission, by any means, of chemicals, chemical compounds, substances, apparatus, or other air contaminants within the borders of this State with the express purpose of affecting temperature, weather, or the intensity of the sunlight is prohibited.”

Missouri SB 1318 (Prohibiting Environmental Manipulation)

  • Prevents “Environmental Manipulation” is defined as:

          (a) “A type of weather modification that aims to change the amount or type of precipitation that falls from clouds by dispersing substances into the air that serve as cloud condensation or ice nuclei, which alter the microphysical processes within the cloud; or

          (b) Pollution or biological agents dropped from any form of aircraft designed to alter the earth’s atmosphere, manipulate the environment, or cause harm to food supply;”

  • “Any person using a form of environmental manipulation shall be held civilly liable for any damages, including actual damages and injunctive relief, as the result of the use of such environmental manipulation.

Minnesota (Prohibiting certain harmful atmospheric activity) 

  • “Prohibition; penalty. (a) A person may not engage in a polluting atmospheric​ activity or use an unmarked or unidentified aircraft or other vehicle or facility:​
    (1) for weather-engineering, cloud-seeding, stratospheric aerosol injection, or other​ atmospheric activity that is harmful to humans or the environment; or​
    (2) to produce excessive electromagnetic radiation that is harmful to humans or the​ environment.

  • (b) A person who violates this subdivision is guilty of a felony and subject to a fine of $500,000.”

Kentucky SB217 (Prohibit Geo-engineering)

  • Effectively bans air polluting activities involving the intentional release of polluting emissions, including weather modification, stratospheric aerosol injection, solar radiation modification, and other forms of geo-engineering (that)…

  • Endanger human health and safety and the environment,

  • Threaten air, water, soil, and wildlife resources,

  • Disrupt agricultural operations, and

  • Potentially interfere with aviation, state security, and the economy of the (state).

New Hampshire HB1700 (Clean Atmosphere Preservation)

The Clean Atmosphere Preservation Act was introduced in New Hampshire: “an act prohibiting the intentional release of polluting emissions, including cloud seeding, weather modification, excessive electromagnetic radio frequency, and microwave radiation and making penalties for violation of such prohibition.”

Illinois SB3095 (Prohibit All Forms of Weather Modification)

Creates the Weather Modification Act provides that any form of weather

modification shall not be allowed in the State, including the seeding of

clouds by plane or ground. Defines "seeding" as a type of weather

modification that aims to change the amount or type of precipitation that

falls from clouds. Effective immediately.

Rhode Island H7295 (Clean Air Preservation)

The Rhode Island Clean Air Preservation Act was introduced on January 26, 2024 and referred to the House Environment and Natural Resources Committee. The Act establishes regulations to prohibit stratospheric aerosol injection (SAI), solar radiation modification (SRM) experimentation, and other hazardous weather engineering activities.

South Dakota SB215 (Prohibits Weather Engineering)

  • The Act is “purposed to prohibit the intentional release of polluting emissions into the atmosphere by cloud seeding, weather modification, excessive electromagnetic radio frequency and microwave radiation and providing enforcement and penalties for violations.”

  • An Act to prohibit the intentional release of polluting emissions into the atmosphere by cloud seeding, weather modification, excessive electromagnetic radio frequency and microwave radiation and providing enforcement and penalties for violations.

  • "Cloud seeding." a type of weather modification that attempts to change the amount or type of precipitation by dispersing chemicals such as silver iodide, potassium iodide, and dry ice into the air by means of aircraft or ground generators:

  • "Stratospheric aerosol injection." proposed method of solar radiation modification that would introduce aerosols into the stratosphere to create a cooling effect by reducing the amount of sunlight reaching the earth, mimicking what happens.

  • "Weather modification." the act of altering or manipulating the weather: and "Xenobiotic," foreign life.

Ohio (Atmosphere Protection Act)

  • “Whoever violates section 3704.22 of the Revised Code or division (D) of section 3704.23 of the Revised Code shall be fined not less than five hundred thousand dollars or imprisoned not less than three years, or both, for each violation. Each day of violation constitutes a separate offense.”

  • The Revised Code to prohibit a person from engaging in solar radiation modification and to name the act the Atmosphere Protection Act.

  • (Prohibits) any aerosol: biologic, trans-biologic or genetically modified agent: chaff, metal contaminant, smart dust by stare, smoke, soot, fume, vapor, air pollutant mechanical vibration or other physical agent, waste. including materials that may be reconditioned/reclaimed: solid, liquid, gaseous, or thermal or magnetic field.

Connecticut (Clean Air Act)

Bill No. 302 was introduced by Connecticut Senator Sampson, to establish a 

regulatory process for the prevention of potentially hazardous 

atmospheric activities, providing enforcement and penalties for violative

activity.
